Technician)
Under
general direction of the GIS Manager, will provide support to City staff by
performing spatial analysis and data management within an enterprise
environment, reading, and interpreting source documents, such as civil
engineering plans, plat maps, legal descriptions, and entering data in the GIS.
Should have strong skills in cartographic design and ESRI ArcGIS suite of
products.Primary Duties and Responsibilities
PRIMARY DUTIES
AND RESPONSIBILITIES:

Provides direct customer service to City staff in support of project-oriented
activities and general technical support.
Performs spatial analysis and creates specialized information products from the
GIS and related software and subsystems.
Provides technical GIS training and assistance to City staff.
Assists with the continuous development, operation, and maintenance of the
geographic information system (GIS), including components of the enterprise GIS
databases, servers, and software.
Monitors the publication, availability, and performance of internet GIS
services.
Determines and executes the appropriate sequence of tasks using established GIS
software to generate, process, manipulate and manage spatial data to create models
and maps for spatial decision making.
Provides support for GIS data conversion and implementation.
Assists in geo-referencing AutoCAD files and conversion to GIS format.
Prepares and manages aerial photography and other raster data in geodatabase format
according to best practices.
Installs software, hardware and peripheral equipment related to GIS.
Provides support for cartographic design and high-quality map production.
Diagnoses and troubleshoots problems experienced within ArcGIS and the enterprise
GIS environment.
Assists in the implementation of global positioning system (GPS) field data
collection projects.
Primary support staff for land management including integration of new
subdivisions, land splits and combines, reconciliation of cadastral layers with
appraisal district databases.
Primary GIS staff for data management of the multiuser geodatabase including
data creation and quality control.
Operates computer workstation to update maps as new data is received in
reference to new subdivisions developments, capital improvement projects,
zoning requirements and other various projects as assigned.
Conducts mapping research, in the field and/or office, to resolve conflicting
information and ensure the accuracy of the data.
Performs other duties as assigned or required.Education, Experience, Licenses
and Certifications
MINIMUM QUALIFICATIONS:
Education and Experience:
Technical degree in Computer Science, Information Systems, Geography, GIS, or a
closely related field; AND zero (0) to one (1) year’s technical experience with
Esri ArcGIS; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
Must possess, or be able to obtain at time of hire, a current valid Texas
driver’s license.Knowledge, Skills and Other Requirements

GIS standards, procedures, and best practices.
Current GIS desktop and server software capabilities and limitations.

information from multiple public and private sources in a variety of data
formats and projections.
Compilation, analysis, and effective presentation of technical and statistical
information in both tabular reports and visual map products.
Demonstrated high level competence in Esri software products.
Using initiative and independent judgment within established procedural
guidelines; ability to work and produce required results without close
supervision; demonstrate persistence and overcome obstacles.

Physical Demands / Work Environment:
Work is performed in a standard office environment subject to sitting,
standing, bending, and reaching for extended periods of time; and must be able
to pull, push, lift, and carry items weighing up to forty (40) pounds.
May be required to work immediately before, during, or immediately after an
emergency or disaster.
