B.  Project Background

 

The German Federal Ministry of Environment, Nature Conservation and Nuclear Safety (BMU), under its International Climate Initiative, has commissioned GIZ to implement the project “Wetlands Management for Biodiversity and Climate Protection” in partnership with the Ministry of Environment, Forest and Climate Change (MoEFCC). The long-term goal of the project is to secure and enhance wetland biodiversity and ecosystem services, offering nature-based solutions for climate change through integrated management approaches for wetlands. The project objective is that 3-4 Ramsar sites in India are managed according to an ecosystem-based integrated management approach. Project interventions will focus on wetland management planning, capacity development and institution building, and wetlands monitoring system, including appropriate Management Effectiveness Tracking Tool (METT). The project duration is until August 2023.

 

C.  Responsibilities

 

·        Coordination and implementation of training and capacity development measures at project sites in close cooperation with implementing partners organisations, respective state governments and institutions, NGOs and local stakeholders

·        Managing the assigned project component in accordance with the project commission, goals and activities agreed with the partner, team agreements and/or agreements with the superior

·        Carry out specific research tasks which are required for planning the implementation of wetland management projects/programmes

·        Contributing to conceptual development of project outputs, activities and operational planning in close collaboration with the team

·        Identifying synergies between projects/schemes implemented by other bilateral/ multilateral agencies/ministries to build on thematic area on wetlands


 

·      Maintaining of a good flow of communication and information between State Wetland Authority, relevant line departments and GIZ

 

D.  Core scope of tasks

 

Core tasks:

 

·        Assist in preparation, implementation and monitoring of project activities in close cooperation with implementing partner organisations at national and state levels and project manager/team

·        Conduct background research and prepare notes/documents that are required for planning the implementation of wetland programmes

·        Support implementation of training measures under the project in cooperation with training institutes and knowledge partners

·        Assists with recording and documenting the results of all activities

·        Assists with planning, coordinating and documenting meetings, workshops, seminars and other project activities with a focus on technical aspects

·        Support    in    developing    knowledge    products/technical    documents    to    communicate achievements of the project

·         Support the programme team for planning and managing international, regional and local short- term experts (preparation of ToRs, selecting and managing consultants and appraisers in the course of implementing project/programme activities)

 

Communication and networking tasks:

·        Develops and maintains contact with all important stakeholders

·        Prepare and maintain sector and stakeholders wise contact database for wetlands management programmes

·        Prepare notes, letters and other documents for communication with partners and stakeholders

·        Collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc.

·        Assists with project related PR and communications

 

Knowledge management tasks:

·        Support the development of technical concepts and strategies, including training modules and guidelines, manuals and procedures

·        Support knowledge transfer to project/programme

·        Assist with research activities and studies which benefit the programme

 

Other tasks

·        Assistance to the Team Leader in the overall implementation of project activities.

·        Any other task as may be assigned from time to time as per the project/ GIZ requirements.


 

E.    Required Qualifications, Experience and Competencies

 

Qualifications:

 

·        Master’s degree in environment management/science, ecology, limnology, or any relevant discipline for wetlands management.

 

Professional experience:

         At least 6 years of professional experience in wetlands/ natural resource management/biodiversity topics

         Demonstrable experience of project implementation with the ministries/state government and international organisation and stakeholder management

         Demonstrable experience in training systems development and implementation

         Experience in organising and facilitating trainings, workshops and other events

 

Other knowledge, additional competences:

         Knowledge of Ramsar convention’s wise use framework and wetlands related regulations, policies, institutions and programmes in India

         Excellent command of written and spoken English

         Excellent inter-personal, communication and networking skills

         Demonstrated skills in office computer use - word processing, spreadsheets, database and communication software
